Residents of a 17th Street home were inside when they spotted Christopher Sails, 40, outside on May 6 around 2 a.m., police said, The residents said Sails was peeping inside of their home on March 27.  Responding officers found a man matching the description given by the residents, and identified Sails as the suspect. He was charged with peeing and held without bond. Last week, police announced the arrest of Herbert Otey for the same. Bethea, who worked in Troop D at the Moorestown station, died during training, Colonel Patrick J.
